How close it Liberty City to the actual New York city?  Well check out this linkto a flickr account where the guy went around and took pictures in NYC and did a side-by-side comparison with Liberty City.  For the most part I think Rockstar did a good job making Liberty City look like NYC.  It is clear that there is a brownsh filter on the city which is used to add atmosphere in the game and help disguise the lower resolution.
