I recently listened to the latest Game Theory podcast which they interviewed on of the leads on the Qore so I feel I now have a better understanding of what this offering.  It seems that Sony has partnered with Future Publishing (publishers of OPM) to bring this exclusive content to the PS3. 

The idea is to bring content developed by Future, like interviews, game news and game trailers, to the PS3 for subscribers.  Qore is essentially a digital magazine that PS3 owners can subscribe to on their games console.  They are offering 40 minutes of exclusive content each month.

I think what Qore is really doing is providing similar content to Inside Xbox which offers it's own exclusive content and interviews for Xbox 360 users.  The service will contain interviews, highlight specific game trailers and demos, and cover specific news items.  Really this is very similar to what you can find on Inside Xbox.
