"The funding in the conference agreement shall be used to conduct or support research to evaluate
and compare the clinical outcomes, effectiveness, risk, and benefits of two or more
medical treatments and services that address a particular medical condition.
Further, the conferees recognize that a "one-size-fits-all" approach to patient
treatment is not the most medically appropriate solution to treating various
conditions and include language to ensure that subpopulations are considered when
research is conducted or supported with the funds provided in the conference

"In conducting the study under subparagraph (A), the Secretary of Health and Human Services shall take into
account the circumstances of smaller health care providers, health care providers located in rural
or other medically underserved areas, and safety net providers that deliver a significant level
of health care to uninsured individuals, Medicaid beneficiaries, SCHIP beneficiaries, and other vulnerable individuals."

These two paragraphs from two different parts of the stimulus bill give you a little better idea of what will be done with those electronic health records.  Considering SCHIP availability has practically been opened up to all children in the middle class, we can start to see how Democrats plan to punish the medical industry by driving down costs and limiting procedures.  I didn't have time to read all 1000 pages of the bill to find any other choice quotes but it's clear the Democrats plan to widen the divide between the fortunate and unfortunate.  This time being those who can afford private health care with better coverage vs the unfortunate that are forced onto state provided health care.
